Every gambling account that operates under a licence now ships with some version of a budget: a deposit cap, a loss cap, a session timer, a way to walk away for a week. They are free, they are built in, and most people never open the screen. A resolution is a statement about the future made by the version of you that is calm and rested. A limit is a constraint enforced by software against every version of you, including the tired one at the end of a losing evening. The difference is not moral. An increase normally sits behind a waiting period measured in hours or days. That design is not friction for its own sake; it is the whole mechanism working. A limit that could be raised as easily as it was set would only ever bind the person who did not need it.
So the useful test of an account's controls is not a list of features but the speed of that asymmetry. Ask how long a decrease takes, then ask how long an increase takes. If both answers are the same, the control is decorative.
A ceiling set on one account does nothing at a different operator. Each place you play needs its own number.
